Y'all need to track the quest in the quest screen, only to make sure information technology spawns.
I got mine on peak of a Safehouse.
It was lying in that location on meridian a wooden crate, on top of i the big safehouses that are on the western side of the map (on the roof of a big building, similar 10 meters away from the player'south bed and stash).

Yeah, ane's on Kristov'south radio tower condom zone by the gas station that some guy had fortified and shot at you lot earlier in the game, some other is on the roof of Hansen's Group'south edifice (the ane already mentioned where everyone committed suicide), and some other is on the roof of another apartment edifice safezone nearby. These are the simply three locations that I've seen and can call back. And as already said, you have to have the quest tracked.
Anyways, hope this helps if you lot oasis't already found them.

Went there...I can't collaborate with the binoculars at all,since that identify have become already an safe area.
My mistake went to another radio tower,I've watched an video being more than specific about the location.
Closest radio tower side by side to the Belfry should have a guaranteed binocular driblet. They're on a box and very hard to miss. Otherwise, look at high footing where outposts are, such every bit roofs. Not all binoculars are lootable equally you may notice.
The place most people seem to outset find them is on the lower level of the antenna where the guy is working for Rais, and his son is a runner in the belfry.

I found my pair of binoculars on roof-height of apartment building shut to the schoolhouse while I was busy with another quest, ( collecting aerosol paint cans. )
